It looks seized to me though I think a handy person may get her going as not to rusty also have seen this class of yacht with outboard on stern on outboard plate a cheap option??

Yipeee 2 ferro note cement yacht will need work on gunwhale (edge around deck) also there is some cement pushing up under the table a little but I cant see any change since 2011 in 2011 I saw her out of water and all looked in good order to me nothing I have seen would stop me doing a costal voyage in this vessel though to make her look better doing some of this work will add value 3 bottom clean dive or slip general checks yes clean hull check system checks sail etc who would this vessel suite? If you are tired of paying rent and want a live aboard you can add value too this may be for you though you need to be handy as there is work to do to bring her back up to nice shape if you are hoping for a new tidy boat no not for you !!!!!!! Re deliver sailing coastalfirstly I am not a shipwright boat builder or marine surveyor so I cannot give a professional opinion I would do a coastal deliver in this vessel day hops once I was happy with all with outboard or diesel or support vessel I certainly have sailed lesser yachts on the coast though captain cook had no diesel did have good seamanship though !!!
